Buildings like these rarely pencil on rent alone. The tools that make them work are public record, and knowing which ones apply is part of the early review.

Federal historic creditApplies to income-producing buildings listed on the National Register. Timing is strict — the application comes before the work.
Texas historic creditA state credit that is transferable and routinely sold, which changes how a project's equity can be assembled.
Local toolsReinvestment zones, Type A and Type B economic development funding, and local incentive agreements.
Rural and small-city programsFederal and state programs written for rural towns and small cities.
DebtCommunity-bank lending for investor projects; owner-occupant buyers finance through standard small-business lending.

Applications and sequence matter: several of these are lost by starting work too early. Credit consultants, lenders, and counsel are brought in at the point each program requires.

Knowing which tools apply, and in what order, is part of the early review — not an afterthought once the drawings are done.
